Backpacker travel has its own risk profile. The destination, the accommodation, and the transport are usually chosen on cost first. The safety trade-offs that wealthier travellers absorb without noticing are larger when every line item is being squeezed. Hostel dorms, overnight buses, party towns where drug enforcement varies between neighbouring cities, the constant pressure to keep up with whoever you met that morning.

This page picks countries where the cost-to-safety ratio still holds up. The qualifying filter is a low Warnely risk score, drug law lenient enough that a small mistake does not become a long prison sentence, and infrastructure stable enough that overnight bus journeys are predictable.

How this list is built. Sorted by overall Warnely risk score. Countries with drug-law tier "death" or "severe" are excluded, because the consequences of even small drug-related mistakes become catastrophic. Countries with infrastructure score above 3/5 are demoted within their tier, since backpackers tend to use overland transport more than other travellers.
