Highest terrorism risk countries in 2026
Countries with the highest assessed terrorism risk for travellers in 2026, drawn from UK FCDO and US State Department advisories plus the Global Terrorism Index.
Terrorism risk for travellers concentrates heavily. Most attacks happen in a small group of countries with active insurgencies. The global statistical risk to a tourist in any given country in any given week is low. Within the small group at the top of the index, however, a 5/5 terrorism rating reflects a current intelligence assessment rather than a precautionary holdover.
These are the countries where Warnely's editorial terrorism rating is 4 or 5 out of 5. That rating reflects credible assessments of a meaningful, sustained threat to civilians including foreign visitors. The character of the threat varies. In some countries it is an active insurgency operating across most of the territory. In others it is a foreign-targeting risk concentrated in specific regions.
