A country appears on this list only if it legally recognises same-sex marriage or civil partnership AND Warnely’s editorial assessment rates the social climate "accepting" or "progressive". Both criteria must be met. Countries that legalise same-sex activity but have hostile social attitudes are excluded, as are countries with welcoming social norms but no legal recognition.
Is PDA OK in all these countries?
Generally yes in cities and tourist areas, but cultural norms vary even within friendly countries. Check the individual country guide — each one notes whether PDA is fine in cities, where the main scenes are, and where rural conservatism still matters.
I don’t see country X. Is it unsafe?
Not necessarily. Many countries with welcoming environments lack legal recognition (and vice versa). This list applies a strict double filter.
