Europe is the safest continent on aggregate, so the top entries on this list still sit below the global midpoint for risk. The list is dominated by countries with active or recent armed conflict (Ukraine, Russia, Belarus) and a smaller cluster with elevated crime or civil-unrest profiles in specific regions.

These are the European countries with the highest combined Warnely risk score. For most of them the risk is geographically concentrated, often in a specific border region rather than the whole country.
